Singer Yoo Seung-jun won his third lawsuit seeking the cancellation of a visa issuance refusal at the appellate level.

On the 2nd, the Administrative Division 8-2 of the Seoul High Court held the appellate hearing for the judgment in the suit filed by Yoo against the Consulate General in Los Angeles to cancel the visa issuance refusal order.

On that day, the court stated, “We dismiss both the defendant’s appeal and the plaintiff’s cross-appeal. Each party shall bear its own appeal costs.”

Previously, Yoo acquired U.S. citizenship while preparing for military enlistment in 2002, sparking controversy over military service evasion. Subsequently, Yoo was subject to a ban on entering Korea.

In 2015, he applied for an overseas Korean visa (F-4) at the LA Consulate General. However, when the LA Consulate General refused it, Yoo filed a lawsuit and received two final victory rulings from the Supreme Court.

However, in June 2024, the LA Consulate General again refused to issue a visa, and Yoo initiated his third lawsuit by filing a suit for cancellation of the refusal order along with a suit for confirmation of non-existence of an entry ban decision against the Ministry of Justice in September of the same year.

In this regard, in August last year, the first-instance court ruled to cancel the LA Consulate General’s third visa issuance refusal order directed at Yoo, ruling in Yoo’s favor, but the LA Consulate General side appealed the first-instance judgment on the grounds of dissatisfaction.
